Akane Tsunemori starts as a rookie Inspector in Japan where the Sibyl System judges a person’s mental state and assigns a crime risk before anything happens. She is paired with Enforcers, investigators already flagged as latent criminals, and issued a Dominator that only fires if Sibyl approves the target. On her first cases, Akane has to keep Shinya Kogami in check while their unit hunts violent offenders whose numbers spike under pressure. The work stops feeling routine when they collide with Shogo Makishima, a mastermind who can slip through Sibyl’s net and force Akane to question what «justice» even means when the system decides it first.
