Osamu Dazai’s past in the Port Mafia resurfaces through the story of his first mission with Chuuya Nakahara. Mori sends Dazai to investigate rumors around Arahabaki, a destructive power tied to an old explosion in Yokohama. Chuuya, then connected to the Sheep, clashes with Dazai while searching for answers about his own origin. Their investigation pulls them through rival gangs, military remnants, and records that point to experiments buried under the city. The case ends with Chuuya choosing the Port Mafia and the pair beginning a partnership built on distrust, skill, and shared results.

In the present, Atsushi and the Armed Detective Agency face a quieter attack that turns into a citywide trap. A masked assassin strikes both Fukuzawa and Mori with an ability that links their lives to a fatal illness. If one leader dies, the other dies too. The Agency and the Port Mafia are pushed toward war while Fyodor Dostoevsky’s Rats in the House of the Dead move behind the scenes. Atsushi, Akutagawa, Kyouka, and others chase leads through Yokohama while both organizations try to save their chiefs without triggering open conflict. Dazai and Ranpo read the setup as a manipulation meant to make both sides destroy each other. The crisis forces enemies to cooperate long enough to expose the real hand behind the killings, protect the city, and leave Fyodor as a threat still waiting beyond the next move.
