Hana Togetsu lives undercover as a transfer student on Enoshima Island while serving the Flowers, a United Nations assassination unit made up of teenagers with special abilities. The world around her was reshaped by the terrorist attack on the 2020 Tokyo Olympics, and the UN now uses gifted children to hunt threats before they reach the public. Hana’s family is held hostage with bombs planted in them, so failure is not only her death. Her current target is Shunichi Nanase, a quiet boy at school who has been marked for capture. Hana tries to watch him without drawing attention, but the mission breaks open when American forces and a Pandora, a dangerous altered being, converge on the same location.

The school becomes a battlefield as soldiers, Flowers agents, and the Pandora all move toward Shunichi. Hana protects him through gunfire and pursuit, even while wounds and exhaustion push her close to collapse. Anthea Kallenberg is deployed to recover the target and secure the mission, but what she finds makes the operation worse than expected. Shunichi is revealed as the escaped subject they were looking for, and the Pandora attacking him is tied to his own father. Hana’s attempt to save him fails under the rules of the Flowers. Anthea kills Hana when her condition turns critical, then shoots Shunichi after he changes. The mission ends without victory, only containment. The children used by the UN survive or die as tools, while Anthea is left with another order completed and another reason to question what she is inside the system that owns her.
