Tokyo is in the grip of utter mayhem: the Demon Seed gang, clad in mecha suits, is sowing chaos, robbing banks and causing crashes while completely ignoring the police. To counter these mecha gangsters, a special unit was created, though the staff assigned to it are hardly considered valuable. After all, they have practically no chance of success, so why waste budget money on them? During one drunken get-together, the members of the unit come up with an unusual idea: hold an audition for future superheroes.

While the police struggle in vain against the mecha gang and draw the anger of voters, why not bring in a pop star? Such a star would not only sing and dance but also wear a sexy costume, which would surely lift the townspeople's spirits! That is exactly how the career of thirteen-year-old Maron Namikaze, the first idol heroine in history, began. Her appearance on stage promises to be Tokyo's true salvation, for who better than she could draw attention away from the rampant lawlessness and give people hope?
