Teru Momijiyama continues working as Japan’s hero while still struggling with the fear that she is not strong enough to stand beside older heroes. Her daily life changes when she meets Ai Tennoji, a runaway girl tied to a hidden ninja village. Ai is searching for her older sister, Mai, who vanished after losing herself to Amarariruku and now appears under the name Utsuro. Teru wants to help without treating Ai as only another person to save, so their bond begins through ordinary time together before it becomes a mission. Piltz joins the search, and the trail leads toward Tokyo, where Amarariruku starts moving openly. Stigma’s group does not attack only bodies. They twist pain, loneliness, and wishes into weapons that make people accept the false comfort he offers.

The fight around Tokyo forces Teru, Ai, and the other heroes to face enemies whose motives are tied to broken childhoods rather than simple destruction. Utsuro is not only a target to defeat. She is Mai, Ai’s sister, trapped inside a belief that love means escaping hurt by rejecting the world that caused it. Doki and other Amarariruku members push that wound further, while Stigma treats every heart as something he can reshape. Teru’s role becomes more personal than public hero work. She has to stand with Ai as the sisters confront what happened between them, while also keeping Tokyo from being swallowed by Amarariruku’s plan. The battle does not end by proving Teru fearless. It shows her choosing to act while afraid, trusting others, and reaching for people who have already accepted despair as safety.
