Totto-chan is a lively young girl in Tokyo whose behavior does not fit the strict expectations of her public elementary school, and she ends up being expelled. Her mother refuses to let that label define her, so she enrolls Totto-chan at Tomoe Gakuen, an unusual school where many classes take place in converted streetcars and the headmaster, Sosaku Kobayashi, encourages curiosity instead of punishing it. In this new environment Totto-chan begins to flourish, making friends with classmates who each carry their own struggles and strengths, and learning through activities that treat children as individuals rather than problems to be managed. Kobayashi’s methods are practical and warm, from letting students shape parts of their learning to building habits that teach respect for others, including children with disabilities. While Totto-chan’s days fill with small discoveries and the comfort of being accepted, the outside world keeps pressing in as Japan moves deeper into wartime austerity. Shortages, fear, and changing social pressures slowly interfere with the school’s freedom, and the security Tomoe offers becomes harder to protect. The story shifts from playful school memories to the quiet loss of a place that mattered, as the war reaches Tokyo directly and the children’s lives are disrupted, leading to Tomoe’s decline and eventual end.
