Subaru travels with Emilia’s camp to Priestella after Anastasia invites them to the Watergate City for talks connected to the royal selection and a special crystal that could help Puck. The visit brings several camps into the same city, including people Subaru trusts and people he still does not understand. What begins as negotiation and reunion breaks apart when the Witch Cult attacks. Sin Archbishops seize control of Priestella’s towers, cut routes through the city, and make demands tied to witch remains and their own obsessions. Subaru is killed more than once while trying to map the crisis, save civilians, and keep Emilia from being taken. Sirius spreads madness through crowds, Regulus claims Emilia as a bride, and Gluttony threatens memories and names. The city becomes a closed trap where every camp has to act before the water gates, streets, and shelters turn against them.

Subaru’s answer is not to solve the siege alone. He pushes rival camps and old enemies into cooperation because each Archbishop requires a different counter. Reinhard is drawn into the fight with Regulus, Garfiel faces wounds tied to his mother and his own fear, Otto and Beatrice fight to hold lines that would collapse without them, and Priscilla’s camp moves for reasons that are not simple charity. Emilia resists captivity and keeps choosing herself instead of becoming someone’s possession. The battles split across towers, canals, and broadcast points, with each victory opening another danger. Subaru has to use death, memory, speeches, and trust to keep the city from breaking. By the end, Priestella is saved at a heavy cost. The cult loses ground, but Gluttony leaves scars that cannot be treated like normal injuries, and the next path points toward a tower that may hold answers no one can reach easily.
